Howard County Health Department Bureau of Access to Health
The Bureau of Access to Health facilitates enrollment into quality healthcare by:

  • processing insurance applications for low income children under age 19 through the Maryland Children’s Health Program (MCHP);
  • assisting clients with applying for health insurance and providing services to help clients navigate the Medicaid system in the Administrative Coordination Care Unit (ACCU);
  • and scheduling transportation for Medicaid recipients to receive necessary medical treatment with the Medical Assistance Transportation Program.

HealthCare Access Maryland
HealthCare Access Maryland facilitates enrollment into qualified health plans offered by a commercial insurance company that is certified by Maryland Health Connection and meets the requirements of the Affordable Care Act, such as providing essential health benefits, limiting cost-sharing (like deductibles, copayments, and out-of-pocket maximum amounts), and other requirements. Services are available in Howard County at the following locations:

Howard County Department of Community Resources and Services
The Department of Community Resources and Services has eight offices to address the needs of multiple generations, tailor services to different cultural values, and promote full inclusion for individuals with disabilities. Plus, a No Wrong Door approach makes it easier for Howard County residents to access the vital human services they need to thrive.  Services are available through the following offices:

Maryland Access Point of Howard County (MAP) is a trusted source of information and assistance for Howard County residents who need or want to plan for their immediate and future needs. MAP serves adults 50 years and older, adults 18 years and older with a disability, family members and other caregivers, and health or business professionals. MAP can help you with:

Local Care Team Referral: The Local Care Team provides resources and support to families to who need access to services for a child with intensive emotional and behavioral needs. The LCT’s primary goal is to help ensure that children remain in their homes and communities. It also provides flex funds for families to access services not traditionally covered by other outlets, such as transportation, camp, assessments, and more.
